Can i change name on drivers license?

I'm having problems getting my name changed to my maiden name on my social security card and they are refusing to give me a new card, and I'm also trying to change my last name on my drivers license which is my ex-husbands name, I have my birth certificate and divorce decree from the marriage should I be able to change the name on my drivers license without my social ? I need help
