Royal decree question?

Well I am entering a yugioh tournament later today and I wanted to know some of the rulings for royal decree like 1. Say my opponent activates some random trap and I activate royal decree will his trap be negated. 2. Can they counter royal decree with something like dark bribe. So if you can help with these questions I would really appreciate it thanks.
