How to turn off all exterior lights while car is running?

Just was wondering about this. i have a 95 Jetta 3 GL . If i pull my e-brake up 1 click so it stays the head lights will turn off , its not actually engaging the e-brake so im not worried. but can i make a switch to turn off my parking lights at will ??? Just like how Takumi passes the EK9 with his lights off in Initial-D. XD
