I have never recieved my divorce decree. Does that mean I'm still married?

I went online and checked the courthouse records that clearly state the divorce was granted. Where I am confused is because the filing fees were never paid for by him, can that tie up the divorce? The judge granted the divorce in November of 2007. He filed for separation in April of 2003. I ask because I have found a good man and while we don't need piece of paper to define our relationship, I would like to know that my options are open.
