Where is my adoption credit refund??

I have read quite a bit on this already, but I'm curious if anyone has actually received their adoption credit refund this year? I filed in February, and I received my normal refund. They have withheld the adoption credit refund. I didn't even know that I was going to be receiving this refund until I filled out my Turbo Tax this year and it was automatically on there from what I had filed the year before. In April I was sent a letter requesting more information. I sent them the final decree and the proof of payment for the lawyer and the court costs. "Where's My Refund" apparently never offers new information or updates what it says until a final decision is made. I was told that I would receive a decision by May 15th. That date came and went, finally about 1 1/2 weeks after that date we received another letter saying that a decision will not be reached until June 28th!! WTF!!!!! Every time to call I get a recording. I am at my wits end here. I was just laid off about a week ago, and the money from that credit would be a life saver. I am just wanting to know should I stop dreaming about what that money could do for my family right now because I'm never going to get it, or is there an actual chance that I may get it? Please . . . . if anyone has received this credit or been denied for any reason, please let me know, so that I can put this issue to rest or raise some hell. Thanks.
